Career Conversion Programme (CCP)

A grant is designed for employers hiring mid-career employees, who are reskilled into new, high growth job roles.

As an employer, you provide structured training, and receive financial support of up to 90% of their salary.

Who the grant is for?

The Career Conversion Programme is for new employees joining your company in a different role, or existing employees entering a new role.

Singaporean or PR

Your employee must be a Singaporean or PR. If your employee is a foreigner, they do not qualify for this grant.

Changing role

Your employee must be changing to a different job role. For example, an accountant switching to an IT specialist role.

Different levels of support

Your employee will have different levels of salary support limits and support duration limits, depending on their new role.

The 3 modes of the Career Conversion Programme.

The programme operates under 3 distinct modes:

Place-and-Train (PnT) "Hire first, then train."

For someone your company has just hired. You hire first, and also commit to train them appropriately, giving them the necessary skills to perform the role they are joining you for.

Your new employee must be a genuine career switcher, where their new role is substantially different from their previous roles, so that reskilling is actually needed.

In this mode, you pay their salary, and the funding support goes to you, the employer.

This is also the most common mode.
Attach-and-Train (AnT) "Train and attach first, hire later."

For someone your company hasn't actually hired yet, but you have identified as having potential. The candidate gets training and work attachments at your company, before they are offered any job placement.

In this mode, you need to contribute at least 10% of their role's prevailing salary, and the funding support is paid directly to the candidate.
Job Redesign (JR) "Retrain people you already have."

For someone your company already employs, whose existing role is at risk of being made redundant. Your employee must have been with you for at least 1 year, and you do need to submit a business transformation plan for evaluation. The support duration is also generally shorter.

In this mode, you continue to pay their salary, and the funding support goes to you, the employer.

Potentially save up to $40,000+ per hire

For a 40-year-old employee with a $7,500 salary, you are covered $6,750 under this rebate. That's $40,500 you aren't yet claiming back.

Support for up to 24 months

This support will last up to 24 months (2 years). It gives you ample time for you to consider whether your employee is worth keeping, or if you would like to switch them out.

You could be saving up to 90% on salaries.

Is this a government programme? Are you the government?

Yes, the Career Conversion Programmes (CCP) are a Singapore government initiative administered by the Skills & Workforce Development Agency (SWDA). However, we are an independent, private advisory firm, and we are not a government agency nor do we represent one. We consult and advise businesses on how the programme works and what to expect when applying.

What's the difference between the 90% and 70% support?

Higher salary support of 90% applies when the new employee is aged 40 and above or has been long-term unemployed. Otherwise, they qualify for 70%. Support runs 3 to 24 months depending on the specific programme and role.

What job roles are eligible?

The job roles available generally align to the "growth job roles" (see below). These roles run across around 30 sectors, ranging from software and finance to logistics, healthcare and retail. Note that your new employee's role must be substantially different from their previous one. Eligibility also depends on the specific role and candidate, and we can assess yours in a free consult.

What are the "growth job roles"?

These are higher value and growth job roles identified under the Jobs Transformation Maps (JTMs)

Are there new employees who won't qualify?

Yes, in general, candidates should not be ex-staff, or shareholders of the employer's company or its related entities. They should also not be related to individuals in the employer's company who have the authority to make decisions in relation to the CCP application. Finally, they should not be related to the owners of the employer's company.

How long does CCP application take to get approved?

Approval timelines are set by the administering agency, not by us. In general, it takes a few weeks. In your consult we'll give you a realistic picture of the process and documents involved so there are no surprises.

If the new employee has been out of employment for a long period of time, can they apply for CCP job roles that are similar to their previous job roles?

Individuals who have been out of the labour force, or have a continuous employment gap of at least 2 years, will be allowed to apply for CCP job roles similar to their previous jobs.

If the new employee's salary is above the salary support limit, can the employer still qualify for salary support?

Individuals who have been out of the labour force, or have a continuous employment gap of at least 2 years, will be allowed to apply for CCP job roles similar to their previous jobs.
